What is the name for the tendency of bureaucracies to keep expanding and expanding in size?

By the continuation of hiring of unnecessary jobs. My teacher actually said it was parkinson's law in lecture, while the (and actually his) book said that parkinson's law was the tendency for work to fill the time allotted for its completion. What is the name for the bureaucratic tendency to expand? Thanks for your help.
